How to check if it's the energizer or the fence...
Turn off the energizer. Disconnect the wires going to the fence and ground rod system.

 Turn the energizer on.
Measure the voltage on the energizer between the 2 terminals (fence and
3 earth) with a digital fence voltmeter or other fence testing device (see below).
Touch one end to “–” earth terminal and the other end to “+” fence terminal.
If the tester reads under 4000V, the energizer (or possibly the battery if it’s a battery/solar energizer) is the problem.

If the tester reads more than 4000 volts, the energizer is working properly. conductors against metal or inadequate grounding.
Buy an electric fence tester and use it!
This isn’t said to sell fence testers. It’s said to help users better understand the performance of their fence. Not monitoring or even knowing the voltage of your fence means escaped animals or predation.
 You want at least 3000V— that’s enough to keep predators out and livestock in. If lower than 3000V check...

Measure the voltage at the furthest point from the energizer
ENERGIZER
Unhook the fence, measure voltage between the terminals. You want 5000V
BATTERY
A battery is too low in power if a meter reads less than 12.2V

 Traditional fence voltmeters only determine fence voltage (in thousands). They can’t read battery’s lower voltages.
Multimeters may be used to test batteries, but are destroyed when testing the high voltages of electric fence.

• Battery reading is in tenths (i.e. 12.6V). • Multiply fence or energizer reading by
1000 (reading of 5.5 is 5500V).
